Three adjacent New Jersey municipalities had historically contracted hauling and disposal of refuse, recycling, yard waste/organics and bulky waste independently. They cooperatively received a grant and hired MSW Consultants to evaluate the feasibility of operating a combined collection system. MSW Consultants baselined the existing contracted collection and disposal services for each community then established a blended service delivery model with input from the three communities for agreed-upon level of services. Collection and administrative costs were considered as well as potential siting of operations within the communities. Consideration for joint procurement for private services for the three entities combined was also evaluated. After sharing the findings with the respective leaders, the decision was made not to proceed with joint services at this time.
